RALGA Publishes the Cell Staff Recruitment Calendar for Local Government Entities.
Kigali, 9 October 2026. The Rwanda Association of Local Government Authorities (RALGA) has officially released the Cell Staff Recruitment Calendar for Local Government Entities. The announcement came in a letter dated 9 October 2026 (Ref: 436/N.V.U/c.r), addressed to all Mayors and signed by RALGA's Secretary General, Valens Uwineza.
The letter is titled "Cell Staff Recruitment Calendar." It sets out the key dates for every stage of the exercise, from advertising vacancies to the final oral tests. Anyone planning to apply for a Cell-level position should read it closely.
What RALGA is asking Districts to do.
RALGA says it is pleased to share the calendar and kindly requests that all Mayors make sure every activity under their District's responsibility is carried out within the indicated timelines.
To speed up the process, RALGA also recommends that each District set up a dedicated team to do shortlisting on a daily basis. The goal is to finish the exercise within the stipulated timeline and avoid delays further down the line.
The letter ends by thanking Districts for their continued cooperation and commitment to the successful implementation of Cell Staffs Recruitment.

The process, stage by stage
Advertising (9 to 19 October). This is the stage that matters most right now. Each District will publish its vacant Cell positions during this window, so job seekers should watch the notice boards and official websites of the Districts they're interested in.
Shortlisting and appeals (20 to 30 October). Shortlisting runs for four days straight after advertising closes. Candidates who feel they were unfairly left out can use the appeals period from 26 to 30 October.
Reports and scheduling (2 to 4 November). Districts send their shortlisting reports to RALGA on 2 November. RALGA then submits the written exams schedule on 3 November, and Districts enter it into the system on 4 November.
Written exams (10 to 12 November). Shortlisted candidates sit the written exams over three days. Appeals on the results are handled from 13 to 17 November.
Oral tests (24 to 26 November). RALGA submits the oral tests schedule on 18 November and Districts schedule them in the system the next day. The oral tests take place on 24, 25 and 26 November 2026.
Advice for job seekers
- Apply early. Advertising closes on 19 October and shortlisting begins the very next day.
- Get your documents ready now, including your CV, academic certificates, national ID and any experience letters, so you can submit without a rush.
- Read each District's vacancy notice carefully. Requirements and the number of positions can differ from one District to another.
