About the RISE Program

The Resilience in Secondary Education (RISE) programme is a national initiative designed to reach approximately 1.1 million out-of-school youth through technology-enabled and accredited secondary education.

The programme is led by UNICEF in collaboration with the Ministry of Education and the Mastercard Foundation. The RISE consortium includes DOT Rwanda and Carnegie Mellon University (CMU), together with implementation partners such as the Imbuto Foundation, Catholic Relief Services (CRS), and YWCA.

DOT Rwanda leads the Facilitator Development Pathway, which equips recent graduates with the digital and facilitation skills required to serve as RISE Facilitators.

Monitoring & Evaluation Officer Job Overview

The Monitoring & Evaluation Officer will play a key role in ensuring the accuracy, integrity, timeliness, and usefulness of programme data under the RISE Facilitator Development Pathway.

The officer will work with data collected from the field by Quality Assurance Teams (QATs) and through the Learning Management System (LMS). The position will also translate programme data and field learning into reports and insights that support programme improvement and decision-making.

Key Responsibilities

The successful candidate will be responsible for:

1. Data Management

• Oversee the collection and validation of disaggregated participation data, including gender, disability, and refugee status.
• Ensure data is accurate, complete, timely, and aligned with programme requirements.
• Support monitoring of equity and inclusion targets.

2. Field Data Validation

• Conduct regular data audits involving information submitted by QATs and facilitators.
• Verify reported programme performance and implementation data.
• Support accurate Red-Yellow-Green performance reporting.

3. Monitoring Systems and Dashboards

• Manage district-level analytics dashboards.
• Monitor facilitator engagement with digital curriculum materials.
• Identify data gaps, inconsistencies, and emerging implementation issues.

4. Reporting

• Prepare weekly dashboard summaries and data integrity checks.
• Develop comprehensive progress reports for the Facilitator Development Pathway.
• Present relevant findings in a clear and useful format for programme stakeholders.

5. Field Visits

• Conduct field validation visits to assess programme implementation.
• Monitor instructional quality and implementation progress.
• Evaluate the operational readiness of learning centres.

6. Learning and Programme Adaptation

• Lead internal review meetings focused on lessons learned from field implementation.
• Use monitoring findings to identify opportunities for improving programme delivery.
• Contribute to continuous improvement of programme quality.

7. Monitoring, Evaluation and Learning Plan

• Implement the programme’s Monitoring, Evaluation and Learning (MEL) plan.
• Support data-informed decision-making and adaptive programme management.

Required Qualifications and Experience

Applicants should meet the following requirements:

• A Bachelor’s degree in Monitoring and Evaluation, Statistics, Data Management, Analytics, or a related field.
• At least 3 years of experience in monitoring and evaluation for large-scale development projects.
• Practical experience with digital data collection platforms such as ODK, KoboToolbox, or similar tools.
• Strong analytical skills and the ability to interpret complex datasets.
• Ability to visualize and communicate data clearly to non-technical stakeholders.
• Strong attention to detail and a high commitment to data integrity.
• Experience with statistical software is an advantage.
• Advanced Microsoft Excel skills are an advantage.
